This repository holds the complete, RFP/tender-ready specification for the Sindh IT Portal — Facilitation Desk: 25 documents, each in English (master) · Urdu · Sindhi, with Gherkin acceptance criteria and Mermaid + text diagrams.

Conventions
- English is the master; Urdu and Sindhi are parallel translations.
- IDs:
FR-<MOD>-<nnn>,NFR-<CAT>-<nnn>,US-<EPIC>-<nnn>,TC-<EPIC>-<nnn>. - MoSCoW prioritization on every requirement/story.
- Diagrams: both Mermaid and a written description.
